Acquisition Research and Management Consultants provides outstanding acquisition, contract, procurement and project management consulting services to commercial and Federal Government clients. Acquisition Research and Management Consultants was founded with the objective of providing acquisition management, program management and consulting, contract management and administration of high profile telecommunications and IT and security contracts. It is our goal to provide our customers with excellent customer support to meet their demanding needs.

All Acquisition Research and Management Consultants technical personnel hold a DOD “Top Secret” and/or “Secret” security clearance. Acquisition Research and Management Consultants has access to a talent pool of highly skilled, seasoned acquisition and management experts, whose collective years of experience are unrivaled. Acquisition Research and Management Consultants’ founder has over 28 years of national level administrative, program management and contract management services experience analyzing risks, assessing the acquisition needs and advising necessary actions to various government entities. Acquisition Research and Management Consultants ' operational staff are seasoned professionals at providing accurate information quickly, maintaining privacy, security and confidentiality at all times, as well as exhibiting compliance expertise with local, State and Federal regulations. Specifically, our corps of acquisition and contract experts; all seasoned within the Department of Defense and the Department of Justice; whose extensive knowledge of applicable Executive Orders, Federal Acquisition Regulation and its various supplements are all ideally suited and highly trained to meet the contract management and acquisition management needs of any federal agency requirement.

All of Acquisition Research and Management Consultants’ senior staff are retired military or have considerable backgrounds of prior military service. Acquisition Research and Management Consultants feels that these individual experiences, in addition to our unparalleled patriotic dedication as a company, has nurtured our corporate philosophy of recognizing that our support of national security is of far greater importance than Acquisition Research and Management Consultants’ bottom line. Each staff member possesses the requisite education and experience requirements of a contract specialist; at least 24 semester hours among: accounting, law, business finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management. All staff member have baccalaureate degrees and many have Master’s degrees in business administration or acquisition and contract management. Many of our senior staff members have ten plus years of experience in contracting.

Senior Acquisition Program Manager and Acquisition and Contract Management Advisor

Mr. Smith has over 35 years of proven experience in leadership, supervision, management and administration for the federal Government. He is experienced in managing highly sensitive Federal Acquisitions with the Department of State and Department of Defense (DoD) Contracts. Mr. Smith is experienced in acquisition management, program management and consulting, contract management and administration of high profile telecommunications and IT and security contracts in a classified environment.

Mr. Smith directly supervised contracting and administrative support personnel and conducted cradle-to-grave contract activities pursuant to FAR Parts 6, 7, 8, 9, 10, 11, 12, 13, 14, and 15. Mr. Smith served as a Contracting Officer, for the Defense Information Systems Agency (DISA), with unlimited signatory authority. Mr. Smith was responsible for a wide range of supplies and services worth over $1.2 billion. Mr. Smith has extensive experience providing direct contract award and administration of high visibility contracts and has served as the primary advisor to multiple Program Managers for the acquisitions and contracts he administers. Mr. Smith conducted pre-award activities such as: developing Acquisition Plans; Source Selection Evaluation Plans; Program and Project Management Plans; Statements of Work; Justifications for Other Than Full and Open Competition; Market Research and reporting results; preparing requisitions and purchase requests; and Determination and Findings. Mr. Smith is an experienced Project Management Professional and has served as the principal advisor and senior acquisition specialist for multiple programs within the Federal Bureau of Investigations (FBI), the Department of State (DOS), and the Department of Defense (DoD).
